President Highlights the Importance of Cooperation with UN, Stresses the Need to Hold Early Election for being National Entitlement Which has been Generated by People's Movement

President Salih welcomed the statement issued by Prime Minister Mustafa al-Kadhimi that he set the date for holding an early election.
In a statement issued today, Tuesday, the President confirmed that the call for holding an early, free and fair election is a requirement for the desired political reform and a national entitlement which has been generated by the people's movement.
Moreover, he emphasized the importance of working hard to fulfill this governmental commitment as soon as possible. Iraq's political crisis could not bear any procrastination; And the conditions of suffering of our people required a courageous, national decision which stemmed from the people's entitlement and their right to choose an independent national Government through holding of free, fair elections, added he.
The President noted that effective solutions stem from the citizens and their independent decision which is free from manipulation, fraud and influence on their electoral option, so that the country can move toward the desired structural reform.
Furthermore, he called on the Iraqi parliament for completing the electoral law as soon as possible, as well as sending it to the Presidency to be ratified and to begin implementing. The amendment to the law on the Federal Supreme Court needs to be accelerated, he said.
The statement is as the following:
" The call for holding an early, free and fair election is a requirement for the desired political reform and a national entitlement which has been generated by the people's movement.
This was discussed at the last meeting of the three Presidencies, which brought us together with the Prime Minister and the Speaker of the Council of Representatives. We, therefore, emphasized and agreed on the need to hold early, free and fair elections.
In the same vein, we welcome the announcement by the Prime Minister in his proposal for setting the date of an early election, which is in compliance with the commitment made by the Government program.
  We emphasized the importance of working hard to fulfill this governmental commitment as soon as possible. Iraq's political crisis could not bear any procrastination; And the conditions of suffering of our people required a courageous, national decision which stemmed from the people's entitlement and their right to choose an independent national Government through holding of free, fair elections, added he.
However, effective solutions stem from the citizens and their independent decision which is free from manipulation, fraud and influence on their electoral option, so that the country can move toward the desired structural reform.
In pursuing this goal, we call on the Iraqi parliament for completing the electoral law as soon as possible, as well as sending it to the Presidency to be ratified and to begin implementing.
 We call for acceleration of the amendment to the law on the Federal Supreme Court. Therefore, we stressed that it is necessary to support the fiscal budget and the facilitates needed for the Independent High Electoral Commission's work to ensure its independence and to preserve the integrity of the electoral process.
Particularly since, the government has taken the initiative to hold the consultations required with the Commission. It has been announced that if the supplies needed are provided by the government, the Commission will hold the early election on the date set by the PM.
If the Government offers a proposal to dissolve the Parliament, we are going to approve it by sending it to the Council of Representatives to be voted upon.
If the Parliament votes on the proposal, we will officially decide to set the date within two months to dissolve it, as set out in the Constitution.
Holding early, free and fair elections requires cooperation of the UN with the Independent High Electoral Commission. It also needs to be under the supervision of international monitors to enable it to play its national role and protect the electoral process from the interference to build confidence of Iraq's citizens in the entire electoral process.
 National entitlement requires the organization of fair elections as early as possible to steer the country out of the serious political crises in addition to enabling citizens to determine their country’s fate freely without extortion and forgery.
The core of Iraq's crisis stems from the widespread corruption and its direct impact on blocking the desired reform, which also has affected the electoral process regarding the fraud and to manipulate the electoral results, leading to the absence of trust among citizens and refrain from elections.
